Sounds to me like persuing him is a big waste of time, but if its worth it to you, good luck.
If the state or federal government is willing to prosecute in a criminal court, why not? Jail time, house arrest, community service, probation (including not allowing use of computers for a period of time), etc. are all consequences this kid probably has rightly coming. Obviously he has to learn somehow, since his parents have not provided the morals and ethics to prevent such behavior and activity.
However, as Kraska questioned above, I would also question anyone that pursues a civil case in this matter (aimed at a monetary judgement). Actual damages here only amounts to time lost in restoring the site, unless one can prove some other financial impact - i.e. loss of wages, business income, etc.
